Issues holding boost

Hi team,

Facing some issues with my gen 4 holding consistent boost pressure and I'm at my wit's end trying to solve it.

I've replaced all clamps, with Murray constant tension clamps, I've replaced joiners, and welded up a leaky BOV port.

The issue is that I am not hitting a consistent boost pressure constantly, and I feel the turbo is spooling late. I feel like I am hearing a boost leak, but I am unsure if that is the case. I've boost leak tested with an air compressor and soapy water and can't find anything.

The wastegate is the OEM wastegate with the extra port blocked off, and the vacuum switch valve unplugged.
Boost control is done via an Innovate SCG-1 EBC with the solenoid plugged in. However I did this with the wastegate/actuator plumbed in by itself and it makes no difference.

Sometimes it's 13psi on full boost, someimtes it's 11psi, only hitting 7psi at 3.5k RPM. Turbo has been recently rebuilt (<1000kms).

What happened when you set the turbo to free boosting? Did it spool faster? Or did you not do that test after welding up the BOV port?
