New Homepage for the MR2OC

Updated new homepage for the MR2OC.
New CMS based system to make it much easier to get members to submit content and news.
Anything that forum posters might want to be perminant could be submitted to the main page instead.
Better way to provide announcements and properly formatted articles than the forum.
Better for those who don't like the full on interactive discussion style forum but still want to contribute to the MR2OC NZ online presence.
