From what I've found (when I was younger and more reckless...) was that on many cars the speed limiter doesn't come in until the speedo is reading closer to 200kmh.
Anyway I got a few of the required chips for making these, so if anyone wants one I can make them up for $40, but it will be up to you to install it (either how we did on Charlie's one or wired in behind the dash or at the ECU)
