20w50 is rather heavy unless you are trying to keep oil burning down.
More than likely the rear calipers need to be re-built. Not a hard job but poor handbrake is one of the tell-tale signs.
What's the wire & bulb hanging from backside?

When rebuilding the calipers, is it a matter of taking everything apart and cleaning it, or do I need to buy seals or something?

You'll need to buy a kit from Toyota, it's one of those things that's quite annoying and time consuming. Do it on a weekend if it's your daily

If you have not done caliper re-builds before best to get someone who has to help. Not the sort of job you want to get wrong.

Caliper rebuild kit is something like $30. Might as well replace pads and change fluid in system when you do the work. I also upgraded to braided brake lines at same time which is another good mod to do,.

$30 if they are not OEM or pricing from 10 years ago. But the Toyota kits (without a new piston) is about $56 an axle.
